Can happiness be surveyed? If yes, then what? If no, then why?

Read this editorial in Huffington Post. And it got me thinking…

Why do governments and organizations waste time, energy and money surveying and trying to quantify what cannot be quantified? Read this article by Arianna Huffington http://www.huffingtonpost.com/arianna-huffington/happiness-surveys_b_3728768.html?ref=topbar

Should they not focus on addressing issues and needs already identified, correcting what they know is wrong?

Why not leave a legacy of actions taken – even if they are only a partial fix, moving in the right direction is never a bad thing – rather than the lazier truth of “we did everything we could to identify the problem”.

Maybe I just don’t understand governments…
